Where can a visitor buy US dollars with dong?

At a licensed bank: under State Bank Circular 20/2011, a foreigner with legal income in dong may buy foreign cash from a bank; exchange counters mainly only buy currency. The bank decides which papers it needs, so ask first. Illustration: Phu Quoc Pulse.
